With its final vote on the regulation of plants produced by New Genomic Techniques (NGTs), the European Parliament has chosen to dismantle core safeguards that have protected Europe’s biodiversity, farmers and citizens for decades. By treating many gene‑edited plants as “equivalent” to conventional ones, the new framework weakens risk assessment, traceability and labelling, and undermines people’s right to know what is grown in their fields and served on their plates. This is not a neutral, technical adjustment: it is a political decision to prioritise corporate interests over the precautionary principle, food sovereignty and democratic control of our food systems.
Industry and supportive governments portray these new GMOs as “natural‑like innovations” and claim they are essential for climate resilience and productivity. Yet independent science and on‑the‑ground experience tell a very different story. Gene‑editing tools such as CRISPR can create unintended genetic changes, chromosomal instabilities and metabolic disruptions that go well beyond what occurs in conventional breeding, with consequences that may only become visible in the medium or long term. At the same time, the spread of herbicide‑tolerant and insecticidal crops has already fuelled resistant weeds and pests, locked farmers into chemical‑intensive models, and contributed to the erosion of agrobiodiversity.
The EU decision cannot be read in isolation. As documented in Navdanya International’s report Seeds of Resistance: GMO Deregulation and Grassroots Mobilization, it is part of a wider global trend in which once‑hard‑won biosafety rules are rolled back while corporate enclosure of seeds accelerates. Under so‑called “smart” regulatory models, gene‑edited plants are frequently classified as non‑GMOs if they do not contain certain types of foreign DNA, but they remain subject to patents and restrictive licences. Digital sequence information allows genetic traits originally nurtured by farmers and Indigenous communities to be turned into private intellectual property, bypassing the spirit of international agreements on biodiversity and benefit‑sharing. Deregulation thus becomes a driver of new forms of biopiracy and dependency, not a pathway to real innovation.
For small farmers, small‑scale producers and Indigenous communities, seeds are not anonymous genetic units but living commons: carriers of memory, culture and resilience. By opening the door to the large‑scale release of unlabelled, patented NGT plants, the EU is exposing organic and GMO‑free farmers to contamination and legal uncertainty, while shrinking the space for community seed systems, participatory breeding and agroecology. Even when organic standards continue to exclude new GMOs, weakened traceability makes it far harder to protect organic supply chains and consumers’ freedom of choice.
Yet this vote does not close the debate. Across Europe and the world, farmers’ organisations, environmental networks, scientists and citizens are building powerful alliances to defend seed freedom and food democracy. Bans and moratoria in several countries, court victories, territorial GMO‑free zones and vibrant seed networks all show that another path is not only possible but already being practised.
